He can literally deceleration Superman's evolution based on the scan shown above, he rarely uses it but it's STILL an ability of it. Can I see any resistance towards that type of hax?

Sure he can, to me I see Surfer and Supes as two can whip one another on any given day, Surfer with his versatility can find a way to beat Supes while Supes can also get the the drop on SS and over power him.
