The Surfer has abilities that could, or more to the point, should be taken into consideration. Cosmic awareness, intangibility, power hijacking, and gene manipulation.
He's really the only Herald that has any right to be debated against Superman. I think he would actually have a shot at beating Superman. My reasons aren't based solely on the Surfer's abilities that I mentioned. It's also based on the probability that he would use them, and how effective they would be on Superman.

I wasn't. The Surfer has the power to gum up super powers. Take away PIS, and the CIS of the characters that Superman has faced, and you're left with exploitable vulnerabilities that the Surfer has used. The Surfer has speed. He's used those very same abilities before. How does Superman hit an intangibie character? How does he resist a power hijack, or gene manipulation assault?
