Neither is Thanos'. Thor wasn't utilizing the full power of the gem he was growing in strength, Hulk reaching his higher levels of strength is comparable. Thanos even compared Champion who had the PG with the Hulk.
Thanos never compared Champs stregth at all, he compared strength increasing with anger not the actual strength lvl.

Thanos compared the battle to fighting the Hulk not explicitly just how their powerset works, meaning he (or Marvel) believes a fight between Thanos and Hulk would play out similar to his fight with Champion. IIRC in the X-Man Annual of 98', Thanos was similarly impressed with Hulk's strength.

That was Savage Hulk they were comparing to Champion.

He or Marvel didnt believe that at all, seeing as face down far more powerful foes a took the head on.
The X man annual was a clone, and the clone planned to give the Hulk more power as he believed he wasnt strong enought
