Okay, I will try this from a different view.
Lets call the Krillian Bob because I don't want to keep on typing Kirillian.
Bob worked in a bank. I'm predicting that the salary in banks are not too shabby. Yet Bob wanted more money. Bob went as far as dealing with pirates to get some of the money. Therefore, Bob wants money.
If he dealt with pirates to get money, he should be able to deal with us to get money. So, we have a pleasant conversation with Bob at the beginning. No suspicious questions, just getting friendly with him. Vlad's Charisma should be useful for that. Then, we start talking with Bob about the incident on Kirillia.
We do not tell Bob that we are Jedi or Force-sensitive. We simply tell him that we want some of that information so that we could sell it to the right people. Perhaps we should show ourselves as underground information brokers? I think that people like Bob would be just more suspicious if they think we had anything to do with the Republic or local authorities. Vera can use Lying to tell him that.
So, tell Bob we can give him credits for information about the pirates and how it all went down. Not only that, we will promise Bob that we can make sure no authorities arrest him for whatever he did, and we will tell him that we will make sure he is safe from the pirates. Tell him that we have some a lot of connections. And we're not lying, either. We will also make a pledge not to report to anyone where we got the information from. Hopefully we will be on friendly relations with him in order for him to believe us.
Now, if he insists that it's too dangerous or something of that kind, we simply give him logic. Why wouldn't he want to sell us this information for a bunch load of credits? We are information brokers, and we won't go blabbing all around the Galaxy about what some Kirillian told us. We won't even ask him for his name so that he could be more secure!
Another thing that Vera should use lying on and stress, is that we are on bad relations with authorities and won't rat him out in anyway.
I really can't think of anything else... It's either that or simply "We will find the pirates, and then we will arrest you once one of them is interrogated and tells them about a certain Kirillian under your name. So you should tell us now in order to get rid of all your criminal charges and be on clear water."

We'll tell him we have a large number of Jedi working on this, that we're definitely eventually going to stop the pirates, and that he is going to get arrested and persecuted if he does not give us the necessary information right now. But then we will have to make sure that he stays with the local authorities or with us until we finish off with the pirates, so he wouldn't be able to tell the Pirates what we are up to.
Alright, A few things.

Buying Leadership and Presence-12 xp. Upping Perception from 3 to 4- 20 xp, Upping Savior-Faire from 2 to 3 - 6 xp. With none left over!

Vlad, Think like a Jedi please... You can get information out of him without lying or threatening. Just think what Obi-Wan would do. Make a deal, talk to him. See why he did it. If he's just a bank clerk, what would make him turn to the pirates. Things like that.
Is anyone investigating the shipping end of things? That might be an easier way to infiltrate the pirates without the background check and things.
We'll obviously inquire about that, but I'm predicting that his answers will be about gaining a substantial and huge amount of credits so he would be set for life. What can I say to that? I don't have any evidence to arrest him, he won't tell us about it because he doesn't get anything back that he needs from it.
Very aggressive down there on the other side of the yin-yang...
Anyways. Alright, so I we shall try once again to figure this out.
How about trying to get friendly with him, asking him why he left Kirillia, if there's anything we can help him with, is there anything on his mind, is there anything he regrets, is there any wrongs that he wants to make into rights. Also maybe we should ask him how his job in Kirillia was, perhaps some kind of circumstances there made him choose to deal with the pirates.
(I think the only way we could get as bad as the Darkies is if Vera went over Roan's head and intimidated the Krillan anyway... Go Vera-kin! Go! Scare that Krillan into being useful! 😄)
