Its about the same as other Marvel Cosmic-class characters. They have enough speed/reflex feats for it to be technically canon (imo) but it is infrequently used. 😬
Personally, I think it is because Marvel doesn't have a Flash type character to set the bar for speed and reflexes like DC does. Flash>>>>Quicksilver or Spiderman for example.
