For instance, would Martian Manhunter be able to turn intangible even though he's technically shifting his mass to another dimension?
Intangibility is a different ability and is allowable.
The reason we're not allowing any teleportation is that we felt it might be misused as other abilities in past tourneys have been. I'm sorry if this affects anyone's plans but there is still plenty of time to adapt to the rules and other herald level characters to draft.

And don't think I'm trying to raising a fuss or anything cause I'm not(Blair and I haven't even talked about strategies involving teleportation at this point), I'm just want to know as much as possible about what's allowed to avoid "loophole" arguments later on.

I appreciate you're trying to get this cleared up before the fights and we're more than happy to address any questions you have.
I don't think we're going to allow any type of teleportation (constructs or attacks) but you are certainly allowed to create a construct at a distance from your team assuming you're character is capable of such an act.

Why not just ban instant-kills and leave teleportation legal?
Its more than the instant-kill ability that concerns us with teleportation. Its the risk that the fight can be prolonged indefinitely with a series of team-wide retreats (whereby injuries could be healed or more equipment be made), that a team could essentially gain extra prep time by teleporting away at the start of the fight, or that a team could unilaterally change the setting of the fight by forcing the opposition to follow them to continue the fight. 😬
We're just trying to eliminate potential problems now so that they don't come up at the last minute and put someone at an unfair disadvantage.

I don't know where you got the idea this was such an issue. There have been many loopholes involved in herald tourneys in the past, but never have I seen teleportation be an issue other than the things i've already mentioned. I think you're being too paranoid.
Possibly, but better safe than sorry. 🙂
