He probably can, yes. I see no reason why Iceman's mind would be out of his reach just because he has no organic nervous system. Disembodied consciences have been affected by telepaths in marvel.

Freezing the shaman is probably beyond iceman too becuse he would have to manipulate living energy against its will and the shaman's willpower and control over psionics seem a lot more impressive than iceman's powers in general.

Yes, and neither can Iceman freeze pure psionic energy. Only reality warpers, telepaths, magical/demonic/mystical wielders can defeat Iceman.

marvel explained it pretty well back in the day when xavier was having issue with the guy and wanted to know how to beat him. he was filmed teleporting and in the mid frame of the set it showed him all fuzzy like an un-tuned television channel, basically he breaks himself down into psionic energy then transmits it to anywhere he wants to go.

iceman freezing that process is kind of a big deal, as mutant powers are largely psionic based (activation of static powers)

Iceman froze the Stranger's eyebeams to his face. I have no idea how that worked but apparently he can freeze energy in hilarious looking ways.

He may be able to freeze energy, but he certainly can't freeze pure psionic energy.

So what? Does vanisher become psionic energy in order to teleport? Because that would prove he can freeze psionic energy. But if his powers are psionic in nature and bobby froze him while he was leaving their dimension to enter the one he travels through midteleport, which is what happened, this doesn't show any actual control over psionic energy. It's the same as him freezing a telekinetic who was levitating a box. .

A crap load of mutants have psionic based powers beyond TK and TP, storm included, can iceman freeze the psionic comands storm delivers to the weather therefore inhibiting her powers? Can he freeze a telepathically transmitted thought between the sender and the receiver? I don't think so, he's never done anything remotely like it, he can only freeze the telepath's brain. Manipulating other's psi is beyond him until he proves otherwise.
