See this is where I get confused. Why wouldn't his arm regen?

Didn't say it wouldn't, but he'd lose it first. Can't say how long it would take movie-Creed to regrow an arm.
In comics, he could regen his arm by holding the severed piece to the attached part and his cells were reconnecting his arm. Don't know how long it would take to regrow a completely new arm. Movie Sabes seems to have a lower HF so if that would work or not is unknown, but I'm pretty sure that he couldn't regen a limb in like a few seconds or maybe even minutes.

We don't know that he can't regenerate from that.We know he has healing, we don't know how drastic his healing is. In the comics he would laugh that off, and if his movie one is of any similar power...well...
You can't really say either way.

True but as we can only go by onscreen feats then the argument for Wolverine is limited. We know that the predator acid completely destroys tissue as it's used to completely cover their tracks after killing something/someone. Wolverine's healing factor, while impressive onscreen, didn't show regeneration from that level of damage.
As for comic Wolverine. Well i'm in no position to comment seeing as i've never even read one.

He did regenerate fast from Phoenix's attack though.

I'm not using comics as an example, as this is a movie forum.
I'm just saying that as it's based on him, it's possible he was supposed to have the same healing factor.

2 had some decent action but that's it.
