The argument that Sersi can simply transmute Apoc doesn't hold any water — if it were that simple, SS would win ANY fight against Thor, Superman, et cetera, when we all know that the truth is more complicated than that. Apoc can control his own substance well enough, and has enough external power of matter manipulation, that it is incredibly unlikely that Sersi could just transform him.
That said, Sersi still has enough feats in energy manipulation, battlefield manipulation, and TP to make the battle interesting. If we ignore the stipulation of "non-Jobbing" Apoc, she will definitely win. Personally, I think using "non-jobbing" versions of characters is BS, but in that event I think Nur has the advantage here -- his control over his own molecules negates Sersi's biggest advantage, his speed and energy manipulation are comparable to hers, and his powers as a hand-to-hand combatant are much, much better. TP is a question-mark here, since Apoc's feats in this area are inconclusive (the Xavier bit has been read both ways, his use of telepaths in AoA means nothing); however, the fact that none of his big psychic opponents, including Cable, Stryfe, Nate, and Exodus have ever mind-blasted him seems to indicate that, at the least, TP is not a viable strategy against him.
After a ferocious, pedantic fight, Sersi would get too close to Apoc, and once he has a hold on her, his super-strength and shape-shifting will put her down.

Apoc also has unlimited strength amping, and while I agree that Sersi should KILL any normal version of Apoc, if this is the famous "non-jobbing" apocalypse then he will win -- his durability is tremendous (both his fight on the moon and with exodus show this), and in physical terms he has appeared to be significantly more powerful than hulk (big-time PIS, IMO, but not inconsistent with his powerset), Frenzy, and Ikaris. Sersi is tough, but she's not THAT tough.
If we are only allowed to use Apoc's top feats for this battle, the only way I see Sersi coming out on top is by keeping her distance and manipulating the battlefield to beat him (turning objects into monsters to fight him, slowing him down, etc.), while hammering him with energy blasts.

Unless they have some form of matter manipulation of themselves to counter, which apocalypse does, or some other way to get arround the transmutation, such as magic, every single instance of people like SS or sersi not turnig their enemies into glass is either PIS or morally based CIP.
