Why would I bring Batman down to Ozy's level. Ozy is an aim dodger, Batman is a bullet timer. Ozy punches threw stone, Batman threw metal/armor.

Having reviewed this scene. I didn't see anything particularly fast. Yes he spins decently quickley, but not much more then that and even that was not on the same level as Jokers swordman.
