Well, I assume that let's say, Persuade and Intimidation are conflicting approaches? Persuade would be good for getting people to ally with us, but Indimidation to keep them in check after they join us, I understand, as well as Leadership force power that Gallador has.
So Gallador intends to aid Relle with persuading people that joining with them is the best way of getting to Red and better future. As with finding them, his Observation score is not that great but he is master of living force powers, so I assume powers like Scan (for individuals) and Empathy (for groups) can be useful here (I can spend one Force point if it helps really).
Also, Gallador will use Subterfuge force power when suitable - like telling people that our group had some contact with Kuylen and know about his treasures on Red level, and that his former gang on Red is going to aid them. I think that reasoned argument can be improved by a very good liar coming up with "facts" to make his line of thought more appealing.
Meanwhile, Rand and Galder could find a strong gang leader and take over his gang, to supplement what Gallador, Relle and Rianna will be doing.
Okay, Gallador has both Persuade and Intimidation, but his Intimidation is better. So I am okay with this this approach. Also Rand and others who have Leadership can use it as well.
Though Ush, previously you were saying that we should be persuading people instead of intimidating them?

I really think Persuading would work way better than Intimidating. We would use that if we wanted people to stay the hell away, and we've already accomplished that.
If need be, we just send Rah, Relle, and Gallador to Persuade people. I think it'd work better (as does Gallador it sounds like, and Relle obviously).
So let's do Intimidation and Leadership. Let the Jedi talk people into joining up. It is the way of the Dark Side to scare people into it. People know we are the winning team after our murderous display. Let them be scared of us and join as protection from us and others.
Azarl is going. He has good skills with both Intimidation and Leadership. Plus Presence.
Gallador has Leadership force power a well as Charisma, which he intends to use on smaller groups of prisoners that the scouts are going to find. He will appear confident, powerful and in control.
So it seems that the Intimidation approach is the way. We are scary sorcecers and violent murderers who it seems already killed the toughest bunch on this level. We should be able to take control this way.
