Galder stops trying, realizing that his efforts are completely futile. He cannot take his eyes off of Kuylen's lightsaber, but manages to break away.
"I... I can't..." Galder sputters as the crowd begins to laugh at his efforts. His embarassment brings him back to his training with Kuylen, when Kuylen would put him in his place or have another student do so if his Master found his talents wanting. He did it to anger Galder, and anger is what he feels next.
"Emperor Rivas, I challenge you to a duel," Galder says.
"A duel!?" says Rivas, incredulously. "I have beaten the master! What possible reason would I have to trouble myself with the student?"
"Indeed so," says Sri. "These petty thugs are not worth your august time, Emperor. But they are wanted for many crimes in the Republic. We would be exceptionally grateful if you were to hand them over..."
From the way he is parading about, I will have to say that he isn't Force sensitive.
Rand will use Scan on Emperor Rivas (who I believe you described as Donald Pleasence?) to see what his emotional response is to what Sri S'Nar says.
"Why give up your prize?" Rand asks the Emperor. "Whatever connection we have to Kuylen, it was still your men that defeated us. Not the Republic and their Bureau. Besides, we have slipped through the fingers of these two before. What's to say it won't happen again?"
