Well, juggernaut did slap Thor around in a fashion Thanos has never done before. Thor had to resort to taking his powers away to even poss a threat.
He also tends to slap hulk around also in a easy fashion and actually beat the hell out of Professor hulk.
He is always shown to be the stronger out of the two (Hulk and Juggernaut) and was also admitted by writters of being stronger since cytorrak gives him the ability to tap into unlimited strength and durability.
