Nebb shrugs. "We are all bound by the need for evidence," he says. "Of we could pursue investigations based on what we thought rather than what we could prove, we would have shut down the smugglers here many years ago."
You are getting this feeling as well, now, Marcus. Nebb isn't evil as such- though certainly officious. But behind his buffoonish exterior is a hard, calculating mind and he knows what he is doing. And what he is doing is certainly not helping, and he knows it.
One of the men hesitates as he leaves, but with the others leaving as well it does not look like he will stay.
"Hey," he says first, though, "If YOU are the feds, who WERE those two, then? Everyone thought they were sent by people like you, coming in here and asking questions about smugglers."
Checking out Nebb is entriely possible, Marcus, though as you say, someone will need to get back to the military area and use yerssot's ship.

Well, I assumed it was the same guy you had been talking to before. Certainly in the same group.
"That's all there is. He came in here asking if anyone would tell him about the smugglers here and everyone gave him the cold shoulder. Then the girl got friendly with Breva and took him out back. That's all that happened."
"You will have to disregard any testimony about smugglers these people give," reminds Nebb. "More than anything you must not impinge on that investigation."
The man snorts.
Oh, someone has probably told him. It's going to be a right pain finding a smuggler if you have to stay away from the smuggling, of course.
Don't get me wrong, dealing with Nebb was not the wrong idea, just that it needs to be done in a less objectionable way. You can't simply stop him but you can confuse him, bamboozle him, beat him at his own game (though that's only if you want to play the lawyer and I suspect you are not overjoyed at that prospect) or, more likely, trick him.
