I think you're severely underestimating how powerful a Captain Atom is. He's a herald level being himself (probably mid-herald) with an inexhaustible energy source.

Atom is powerful as hell, I'm not denying that but his energy would be a play toy to Surfer. I could picture Surfer amping off of Atom.
