Plenty of them have given him trouble alone, all of them together... no.

A lot of them will die if SS wants but SS loses this fight badly.

He'd lose a direct engagement against either group, but I could see a hit and run/divide and conquer scenario where he could win. There's a lot of powers in the low herald tier that, when working in tandem, are greater than the individual parts. He'd have to whittle them down.

But realistically Surfer stands no chance here.

The person in that group that is really messing Surfer up is Vulcan. He can make it so that none of Surfers energy attacks would ever hit the group. Take off CIS and get rid of Vulcan and we have a fight here.
