i'd say the runner is for two reasons; 1) the race the runner held was strictly for ground contact locomotion, he explicitly told monica rambuex (spelling) to use her running and not flight since he would check if any of the competitors made ground contact every 50 meters (approx), he then kicked her out mid race for moving too face for her to make such ground contact. basically, the runners "flight" he has exhibited is faster than his running, and only lost the race cause of his own rulings. and 2) flash forward was only super fast cause of the hyper speed thing left over from his presumed coie stint, as he didn't use it for the galactic race and lost, stating he couldn't catch up to runner and makkari when the latter two weren't that far away from him. makkari then used his hyper speed and just edged out the runner.
it just seems that the runner using a slower method of travel just lost out to makkari using a similar method that killed the flash in coie (as the story was referencing heavily). runner has defeated the silver surfer using his insane flight speed which exceeds light speed, whereas the hyperspeed technique only allows lightspeed running which was supposed to be inpossible for anything but light cause of friction.
flight speed > running speed 9 times out of 10 especially in the runner's case whom can go multiples of light speed while in flight

It didn't increase his speed.It allowed him to teleport but he thought he was moving faster.

Pip teleports directlty to his destination, Runner was actually traveling to the destination using his speed,also pip was using the gem knowingly the Runner wasnt, and Thanos even said Runner was manipulating space.

so runner>makkari>flash in speed then
makkari can go lightspeed (minus crossing over to the speedforce) while the runner can go far beyond that if he uses other methods of travel.
i'm no flash expert but light speed travel seems to be an issue at times *shrugs*
