To a limited extent. He can exist outside of cities but loses his bodily superhuman powers.

f4 is enough to get this done, they don't need the X-Men.

Simple: burn and stomp the crap outta the city and he gets weakened, from there, he gets lit up. If he retreats, that's a loss as well.
