This is basically a three squad job.

Squad one: all the villains and heroes. they distract Jack with attacks.

Squad two: Spot. he removes the people.

Squad three: Johnny. nova.

Destory the city and he gets hurt.

To be honest, Jack in a city would downright kill Sandman.
