herc is stronger than namor, even submerged. he was able to advance against a force beam underwater that namor could not. the skll of namor underwater would be hard for herc to overcome however. still, herc could certainly take a few. laughable that herc's punches would be slow by water, btw. given his strength level, there woudln't be any difference between air and water in terms of resistence. namor for a majority underwater due to speed and skill, most definitely not because of strength.
