It has beaten Gladiator. And the amount of damage it did to Vulcan would have killed him if he couldn't reform from energy. Also if he wouldnt have used it again im pretty sure he would have been out longer. Not saying he wins here just clearing that up.

Hulk beat him senseless. I guess you didn't read the comic. BB's voice didn't kill him and they both died not just the Vulcan.
Stops at glads or higher.He has trouble at all before up to BB.Unless BB can use his high level voice he loses.
In the past, Black Bolt was pretty damn versatile but currently they've reduced his voice to a sonic based attack, and he doesn't do anything besides shoot energy attacks. Man, writers just get less and less creative. He might have those powers, but C.I.S. would indicate, he wouldn't be likely to use them for say battle field removal.
Anyways, I don't see Black Bolt beating Hulk in a straight up fight. I'm not sure even a scream could put down an enraged Green Scar.
Vulcan might be a problem. Draining his gamma should be effective but only until a point as Vulcan has shown a limit as to how much energy he can handle and as shown when he fed those parasites (The ones that feed on excessive star energies etc.), his gamma energy production can counter act draining nearly instantly. At least for someone on Vulcan's level.
I'd favor Green Scar over Superman or Gladiator unless they resort to battle field removal as well. He stops at either Thor or Surfer though. Too versatile and their energy absorption/manipulation capabilities are too great.

Black bolt showed some good energy manipulation against Vulcan, but thats the only time we;ve seen him do anything beyond punch and whisper in hellas

So? Green Scar isn't known for his high durability (That was Savage Hulk's shtick.) but his insane damage soak and healing factor.

I doubt a scream would break him in half, but he'd heal from any damage it would do to him. In my opinion, I think Green Scar would heal from being torn in half. His healing factor was off the charts. Doctor Strange was literally punching giant sized holes in him and he was tanking said attacks as well as healing from them.
I certainly think he can. He was tanking everything hero mode Sentry could throw at him as well as everything else thrown at him.
When Pak wrote Green Scar tanking Black Bolt's scream, I don't think he knew said Bolt was a Skrull. Just food for thought.
