Even if there is still a strength gap, Cap America/Universe also has other powers to give him the advantage - flight, energy blasts and fields, tk, transmutation and matter manipulation, hypnosis vision powers etc.

Basically, if Cap is a competent wielder of the force then he should thrash Colossus.
