Yeah couldn't be anything to do with the fact that it's the 7th season, and the last few episodes have been really slow.

The Seasoner Opener still premiered to the 2nd highest ratings in the shows history. Ergo viewers definitely liked what they saw of Negan in the S6 premier.
It's ratings drop was just down to what it was before Negan showed up anyway. Now it's slightly lower, but again how many shows have these kind of numbers in their 7th season? Not many.
Btw in S3 the Governor had no noticeable effect on the ratings. Average rates NHS are about the same now that they were then. But Governor never gave the show the kind of numbers WD jumped to for its S7 opener.

If S3 and S7 were to collide, with Negan and the Saviors attacking the town of Woodbury, I can imagine the sick jokes Negan would make about the Gov's zombie daughter Penny before he proceeds to bash her skull in, and the Governor crying and being threatened into submission at least 10 times faster than Rick was.
