The Jedi order at that point was pretty unorganized. Proper hair and tunics were the last things on their mind. Remember the fuss they had about how old 9 year old Anakin was to be trained? Well Luke was in his mid 20s at the time...

True, but I am sure there were many more Jedi in hiding or that have changed occupations that were still alive. (Not that that makes it an order, which is doesn't)

Well if they were hiding there would be no evidence. We can only guess as to how many remained, I just don't see how the Empire could have tracked down and killed ALL of them.
