Perfect Cell did state that he could destroy the solar system in one blast(in the manga and anime). He was weaker than SSJ 2 Vegita, who is weaker than Ultimate SSJ 2 Vegeta, who in turn is weaker than FPSSJ 2 Vegeta, who again is weaker than Majin Vegeta. Why would Vegeta want to destroy the solar system again? He was a *good* character from Frieza saga and on.
