I got glitched underground one match with 3 minutes to go and still ended in 4th. I regularly take 2nd or 3rd, and often enough 1st. I think it's not so much that everyone sucks, but that matches tend to be close, and a well-done kill with multiple bonuses can really change the game. When final placing scores are 2500-3500, a 700+ point kill does a lot.
It matters which kind of match you're in. If you're in a team game you can more then often just sprint to you're target and move into hiding last second before you're in view. Solo-Matches however become more difficult because you have to maintain the illusion that you are an NPC until you strike. I constantly have noobs who are not my Pursuer trying to assassinate me >.< I've been assassinated by a guy who wasn't my Pursuer right before I executed my target. Ridiculous!

I am thinking, perhaps, you can't kill while you're shuffling targets, which happens after someone else kills your target or stuns you. But I killed a guy moving like a player, who fell to the ground dead instead of disappearing, and I missed my target to do it.
Yesterday I tried to kill player upon player who were not my target, and it would not work. I tried to lock on them, and not lock on them, stealthy assassinations and rushed assassinations, nothing would let me kill them, as they were not my targets.
