I always reconcile it by viewing BB's physical stats as on a sliding scale, sort of like Hulk's. Since Black Bolt can use his massive store of electron energy to boost his strength and since he's often drawn buzzing with energy even as he's brawling, I just kind of see it as him amping to match his opponent.
Plus that way I don't get frustrated by thinking of Black Bolt's whole wide array of powers that never get employed because he uses his fists so much. I kindof see it was the energy that he would put into matter manipulation/destruction/construct creation, he's instead put into amping his strength to beat the suckers down the most satisfying way.

I actually don't know if anybody else has ever done that.
He also one-shotted the Hulk once, but it wasn't a punch. Black Bolt flew into him super fast/hard, shot his body into a mountain side, and he reverted to Banner I think.

That was funny. Namor's yapping away and BB is thinking who is this fool trying to impress? It was cool that that issue gave some insight into his thoughts.
