He could charge someone, yeah.
A one punch blitz defeats the purpose of blitzing though, which is overwhelming someone with a barrage of attacks. In the case of Hyperion vs Thor, that looked more like they traded blows, with Hype getting in the first attack.
Anyways, why are we talking about Thor?

What special conditions? At best Black Bolt has to be amping for it to possible. He has used this tactic more than once and very likely to do in a fight with Thor.
My point is that Black Bolt amps using his own internal stored energies. He doesn't access any more external power from what I've seen. I don't see why he would need to be amping for the tactic Thor used to work.

I guess it might depend on how far a target Thor is from BB when he unleashes his quasi-sonic attack. Thor has been shown in panel to swing Mjolnir at ftl speeds so theoretically he should be able whip up that "air" shield pretty damn quick.
Lastly, assuming Thor could get the shield up. Then he is just a dead duck for he can not attack anymore. He must let down his shield to attack. BB can play the waiting game.
