I thought it was intended that the loss of power was overall. I'm pretty sure that if he can't even regenerate, his strength would take a sizable dip. I guess time will tell.

By locking eyes with a target and mentally focusing, the Danny Ketch Ghost Rider (Blaze has it now, too) was able to make the target experience all the pain they had ever inflicted on anyone else.
Unless he knocks him into orbit (I dunno if he can ride in space, but I really wouldn't be surprised 😂 ), GR can just come back.

When WWH tossed him up, Rider wrapped his chain around Hulk's neck. He got back on the motorcycle and tried to take him out of the city, but that didn't work.

Well, the way they said it, you'd think if his power or durability were affected, they would have mentioned it.
People don't know Cain because he doesn't have to breathe, or because he can regenerate any damage he does happen to receive.
They know him because once he starts moving, you can't stop him.
They know him because he can stand up and bang with just about anybody.
They know him because literally nothing hurts him.
So I'm pretty sure if strength/durability took a plunge, Cage would've been like...the big bastard's nowhere near as strong as he used to be. Hell, I could probably lay a few on 'im.
