No because warping the afterlife doesn't show him threatening the universe. He seemed to be causing at most a minor inconvenience to the material world with his release. The Z fighters had no trouble rounding up the dead.
Your comparing character claims to actual feats. If Janemba had actually destroyed a universe I wouldn't care how he did it.

You know that any alien that died from any part of the DB universe went to the same afterlife as the main characters of the show right? When Janemba came into existence, he warped the afterlife completely, making the dead come back to life on their respective planets. It wasn't just earth that suffered the consequences. He f*cked up a universe.
