he would handle it totally different. not so much more in a better way but crime would be higher and more casualties.

Kingpin is more sneaky and handles and organizes the crime to get what he wants.

1# Slight majority for Kingpin in a fight. Worst come to worst, big man gets scarred with acid.

2# Joker existence in Marvel NY would be unrealistic, than normal for Marvel.

So what your saying is kingpin is more precise and joker would just love the mayhem?

But as far as controlling the city and doing what the kingpin does(launder money,killings,not being caught by any authoritys,etc...)

joker gets caught at the end of most arcs hes in if not all... whereas there are plenty of arcs where the kingpin comes out just fine and just as untouchable

But in this situation joker has all the resources the kingpin has all the people.

1. In a random encounter Kingpin likely wins unless Joker pulls out some crazy trick likely laughing gas.

2. No. He might pull off a one time great crime spree but there's not much tolerance for his antics. Punisher or Wolverine would kill him when they get their hands on him. Kingpin can get away with his crimes but Joker tends want people to know it was him.

like he said, the joker enjoys letting people know what hes done. he likes the attention and not getting caught isnt necessarily his goal either.

he wouldnt be able to sit comfortably behind the scenes using plausible deniability, proxies, fall guys, and paid off public officials to avoid capture

The Joker has done the behind the scenes thing before.
He once played Two-Face like a fiddle with noting but a microphone hid in a raido.
In a fight,the Joker would need his gimmicks to pull off a win most probably. Unless he tricked KP into taking himself out.

And the Joker could run the Criminal Empire and probably do pretty good at it,but after a while He would get bored with just doing only that.

He would have to go out and get his name in the papers.
Probably by killing a shit load of people.
But yes.
Punisher/DD/Spidey,and the othher endless cadre of NYC Marvel Heros wouldn't let the Joker slid like they do the KingPin,but then the Joker would probably relish the fun of messing with the heros more then KP.

Can you give more details on how he played Two-Face? Havent read that story.

Its a pretty old story. It is an arc that follows after the (first)death of Jason Todd the first Robin,and introduces Tim Drake.
Basically the Joker is recuperating from his being shot,and blown up in a helicopter,and to keep himself amused he manipulates Two-Face into hiring villians and commiting crimes to drive Batman nuts.
He plays on TF's insanity and all he uses is a mic in a radio. He makes TF think its one of his inner voices.
