Thats kinda plausible considering TF is already nuts.
Jokes is no good at running his criminal empire but that also makes him a better character arguably than Kingpin because he doesn't need to hide behind an empire.
Joker is dangerous without one or you could argue a weaker character than Kingpin because he can't run a criminal empire to his advantage. Depends what side of the fence you want to take but in this case i would back Kingpin.
Although you have got to admire how many times Joker loses all his stuff when he gets sent to arkham only to come back and put himself back on top in relatively short amounts of time through pure willpower and ruthless killings.

In the second scenario, he would die quickly. Metas in Gotham are less common that in New-York, in Marvel. Just imagine how ugly it would turn out when Iron Man or Thor decide to stop his shit?
