1% of light speed is 6,706,166 miles per hour. At that speed you could run from the New York to Beijing in a fraction of a second.

Also you're assuming the military could even get a bead on said speedster in the first place so as to drop the nuke. Nuclear weapons take a shit load of time to deploy, even the ICBM based ones with all the protocol that goes into firing.

when it explodes it releases energy which i would say travel above 1%
may not be potent past a certain lvl but by then flying side by side to a 1% flash it wouldnt have to be it would overtake him easy.

i never said they could get a bead on the flash.

Strictly speaking, no weapon we possess could threaten anyone approaching that level of speed. SR-71 Blackbirds aren't even hypersonic and just using speed they can evade virtually any weapon on Earth.

As big of a Wonder Woman fan as I am, I don't remember her ever going FTL. She is still too fast for anything our military has, but not FTL.
