They only showed it twice and he really didn't have a reason to rush. He absorbed 2 cities at super speed and the only reason he did that was because the z fighters were hunting him. Picollo even comments on how fast cell absorbed the cities. The thing about it is, he powered down so that the z fighters can't track him, so he wasn't even using his maximum speed to accomplish this.

Oookkkkaaay... what does that suppose to mean? He was smiling at piccolo while he was doing it... he was pretty much taunting him. You can't discredit what happened. Again, piccolo even comments on how fast he wiped the city clean. As soon as piccolo and trunks heard the scream, they flew off to the city but everyone was absorbed and cell was already in a new, fresh city.

Just because he taunted piccolo doesn't mean that he can't do it at tremendous speeds when on panel, he actually did it because he had to rush. When he seen piccolo, he honestly believed that he was more powerful from the beggining until piccolo powered up.

Well it wasn't a suburb, it was stated as being cities and I'm not asking you anything blackbolt, this is me and omegaq debating... you have a bad habit of lowballing every character someone is debating for. EVERYONE is fussing at you about this. You ignore on panel proof, you say "no he didn't" on stuff that you haven't even read and people always prove you wrong in EVERY debate that I see you in.

And I wouldn't be that skeptic that cell could get to everyone in the city in a few minutes but it takes him like 10 seconds to absorb one person alone.

Why can't he absorb an entire city when he already absorbed 2 cities in some seconds? He already did this so you can't take away from his feat. I don't care what you like or dislike... piccolo said that he absorbed the city at tremendous speeds and that is what he did... no matter if you like it or not. That's like me saying that cyclop can't shoot optic blast out of his eyes. If he has done this on panel then he sure as hell can shoot optic blast out of his eyes.

Frieza is above high herald imo. He has shown that he can generate more power than whatever monarch did on panel and that's proof enough to me. Frieza was a universal threat which was stated on panel and that puts him above any high herald.

The episode is viewable here; the scene starts around 14:50. First of all, it's Tien and Piccolo hunting Cell, as Trunks is busy looking for the lab Cell was created in with Krillin. Then, Cell starts attacking around 15:20, spending ten seconds absorbing people, at which point a woman screams (15:32). Tien apparently senses this, though he and Piccolo are not actually in the city at the time. They spend about 30 seconds flying, during which Cell absorbs one guy in 9-10 seconds. They reach the city ay 16:00, a full 40 seconds after Cell began. Piccolo notes that Cell is too fast for them to catch (he says nothing about Cell doing anything to the city, just that he's staying one step ahead), while Tien says Cell knew they were coming because he can sense them. Meanwhile, Cell hangs out on a building several stories up just watching them. It ends there.

I don't see any indication that it was the whole city, and I personally counted fewer sets of clothing than there were people earlier. Maybe they ran away, maybe he got them. I don't know. I just doubt it was the entire city, as the whole thing took place on one street.

We already been through this. He is over a high herald because with just the tip of his finger he split a planet into 1/3 and that was just a fraction of his power. Then again, he is a universal threat his punching power and speed is over any herald along with his durability.

To be fair KK (King kai just to be clear) said that freiza could have destroyed the planet at any time but besides energy projection he doesn't have much that puts him as high herald.

You repeated everything that I said. It took seconds for them to get there and cell wiped a city clean. How would everyone know why the woman was screaming? How can a city be evacuated in less than 30 seconds LOL. How long dos it take a person to flee a CITY? Why would cell let anyone get away? Why didn't piccolo or anyone see a soul when they arrived in the city? Your assumption is straight out CRAZY.

Omg... frieza hit goku with a blast that split the planet into 1/3. Don't say "no he didn't" just say "I don't remember that" because all in all, you do not remember that. By the way, he was only at 50% of his power when he did this.

His punching power puts him over high herald since no herald has punched as hard as he have. His speed puts him above them since no herald can fight like him (minus flash) and has never shown that they can and his durabilty as well is above them.

You seem to be misunderstanding me. At no point did I ever say that the entire city was evacuated. You can't evacuate a city in 40 seconds. And at no point was it shown that the entire city was even affected. As I said before, the whole scene took place on one street, with maybe a dozen people actually shown in the area. I don't know how long it would take for a person to escape a city on foot, but they do not need to get out the city to get away from Cell. They could have simply run to a different street or a few blocks away or into a building, and Cell couldn't risk chasing them because Piccolo was coming. Again, I don't know, these are just possibilities. Piccolo likely didn't see anyone because they were hiding from the monster absorbing people in the middle of the street, who knows? I personally find the assumption that Cell was able to absorb a city in 40 seconds to be much crazier than anything I've said.

Again, I'm just going based off of what was shown in the episode I posted. What was shown was a single street, and there was nothing there to indicate more than a single street.

Cell is quite fast, that I do not doubt. However, Cell has consistently displayed the inability to absorb someone in less than 10 seconds, even in situations where he is supposedly rushing. In the scene I linked, Cell absorbed at least two people on screen, while Piccolo was not nearby (in fact, was not in the city yet) and Cell was trying to go as fast as possible to regain his strength. Even when Piccolo began heading towards the city, Cell did not speed up noticeably. You cannot assume that Cell can absorb at super speed when all on screen depictions of absorpsion are of a painfully slow process. Cell was fast enough to get away from Piccolo; nothing more.
