Actually it didn't. It took Iroh a while of observing Waterbenders, something Azula hasn't and would never do.

The point is he had formulated the theory from observation of water bending. Which Azula hasn't done.

He almost certainly had developed it long before, though that may have been his first time with natural lightning. The shock may have been... well, it's *still* a lot of power going through one, that's pretty shocking 🙂
Heck, as the only person who can both make and redirect it, he might be able to test it on his own.
