The inner ear or Cochlea are 3 bone pieces inside the inner lobe that register vibrations from the outer ear "the ear lobe" and transmit the sound to the brain.
If they are too loud the message to the brain is so intense that it will cause pain directly to the brain in the form of electrical vibrations.
Tinnitus is a disease of such strain on normal humans and cause permanent high pitch squeals and at Ironman's attack level severe unbalance.
In Juggernauts case it doesn't matter that his entire body is immune to physical damage because his Cochlea will still register intense pain directly to the brain resulting in loss of motor functions and direction.
Therefore Ironman's Sonic attacks will stop the Juggernaut in his tracks.
Akuma like Captain America in Civil War will feel so much pain that Akuma wont be able to focus on such coordinated phasing abilities and will wither in pain.
So take that.
Akuma wouldn't be able to register direction enough to efficiently phase around Ironmans attacks because "sonics" will disorientate him so violently that he will have no idea where to go!
Streetfighters don't stand a chance against Extremis Ironman he has evolved far beyond Street level brawlers. And Akuma will be left fighting the air while the armor and its nanos take care of the rest of his body.

I'd say the highest of meta's to lowest of heralds. Breaking islands and mountains with an instant death radius strike is nothing to sneeze at. He can also warp and shoot very powerful projectiles. So he is likely low herald.

not saying the sound won\t work, but gouki was at the bottom of an ocean just chillin, and when it comes to pressure you can't really beat that, you'd die of the bends before you reached the bottom. then when he did that move where he kicked the shit out of that sub and science vessel, the rapid ascent would kill any normal human
he has also withstood the sound and pressure from his own techniques while of coarse being in the epicenter of them.
