Never seen or head of the Galactus thing. Issue? Was this when he experimented on the Dreaming Celestial with the Eternals IIRC? You mean when he opened up the side of the Celestial's foot and went crazy from witnessing the birth of one in the Black Galaxy arc? I'm assuming to the accident resulting with Hercules messing with his equipment. And they were simply weaved into the fabric of the Black Galaxy as a result of the Celestial's.
Frankly, outside of devolving Galactus -which I haven't seen- nothing you've said proves anything in a vs. battle at the very least. This isn't a science fair.
As far as I know, the High Evolutionary has at best come off as Trans level.

Do you have the issue number? I don't trust anything Big C says. He usually has a very skewered interpretation.
