He doesn't need to be bloodlusted. All he has to do is to hit the chestplate, wait for Norman to try and use the uni-beam and punch his lights out.
To quote Fraction's TIIM, Oscorp was working overtime to make the damn thing (armor) usable. It takes more than a poor man's IM suit piloted by some novice to beat Rogers.
