Galactus's history is filled with PIS; take that PIS away and there is no logical reason for him to hold back (and since the UN is an aspect of his being that he can call on at anytime, he absolutely is holding back whenever he refrains from using it) against foes who are trying to destroy him...

Again, without PIS, 99.999999999999999999999999999999999999% of Marvel and DC have absolutely no prayer against Galactus!

Rune King Thor doesn't have any feats as concrete as Hercules does. Sure he came off as more impressive or formidable (At least in my opinion) but it would be fallacious to assume he can match Hercules.
