He has been secretly gunning for the TOAA since the Chaos King story. Banner deliberately lost to Zeus, and then mentally suppressed his own HF afterwards to make himself seem weak. This will result in the TOAA calling Hulk out-safe in the knowledge that he could beat the Jade Giant with little effort. TOAA turns up and says "lets get it on you pussy-I'll beat you worse than your dad did"
Hulk goes World Breaker and destroys TOAA.
