Yeah and for a period he did, but as you know Hulk gets stronger the angier her gets and he surpassed Walter. If Walter was bloodlusted he could have amped, but he didn't and was overcome as I said.

He can, but only when his soul is weakened. Such as noted through rage. He felt guilt more then anything.

At that time, Tanaraq wasn't revealed and he wasn't slipping into his berserker phases yet.
