I'm basing my vote off of their encounters and off of their feats of strength, durability, etc. Sassy's healing factor is a great ability here, keeping him fresh in the fight.
Kinda the same way Hulk thrashes Thing. Walter is basically a furry Hulk.
Actually it's been referenced as Sasquatch is the Canadian Hulk, and Walter's origins were his attempt to recreate the Hulk

Plus both Hulk and Sasquatch have dynamic strength and fly into fits of fury, similar backgrounds (even went to school together), etc.

Healing factor are good true, but does it give him the win? Do we even know how strong his current healing factor is?
I think that a bit of an over statement in my opinion, asside from his tranqil form there little evidence he be a match for Hulk.

In a battle to the death? Yeah and act the fact as noted in the Chaos War: Alpha Flight one-shot he is protected by death by his connection with a death god. It has shown to heals internal organs in seconds

Ummm...he matched Hulk without going Tanaraq. He didn't even go into a bloodlust which amps his strength and that was even before he knew who or what Tanaraq was. Then Walter fought that AR Hulk and won. Your opinion is inaccruate.

As noted by Mr.Fantastic is was near his original body's prowless. That has been stated multiple times. So has Walter, and he has the ability to amp his strength as noted
He varies he has shown another time to heal broken bones in minutes, but no one has attacked his internal organs like Vision did since. Current Hulk is drastically weakened. Wait what Hulk vs. Juggernaut fight are you talking about?

I have no idea what vampire event you are refferring to. Could you please elaborate. When was it noted he was depowered?
I agree, I apologies, I forgot he was depowered. I was refferring WWH level. I did not read chaos wars, thought it look stupid. So it was my bad, I was not as up to date on Hulk as I should be.
