It's illogical for the Presence to Order the Spectre to do something that he would not be able to accmplish, therefore if Spectre is ordered by Presence to destroy Void then Presence has bestowed him with enough power to carry out the objective.

Actually, Spectre was ordered to stop AM back in COIE. NOT kill him. He went too far, which is why he was KOed. The Presence told him to stay down. Which is also why he got depowered post crisis for awhile. He was being punished.
But yes, if the Presence is giving the order, and Spectre isn't just acting on his own, it's a different ball-game.
