With that said, no, Bill has never tried to rebuild a city before. Zod never rebuilt a city either. Amazo never rebuilt a city. Wonder Woman or Martian Manhunter never rebuilt a city. Prime never rebuilt a city either.

Actually, I know of an instance where BRB WAS REBUILDING a destroyed city, and he looked to be doing it pretty slowly.

I never said that he could but that's not answer my questions either. That's like me asking you if Supes could slap blast out of the air like Bill could and the feat was all out of character for Superman. It looked like something off of a looney toon cartoon and Superman was acting like Captain Planet... they weren't even serious about Bizzaro comics back then, all of his comics were kind of looney toon like.
