Phoenix is at best a universal power. But......Spectre has plenty of showings that put her to shame. Even a decent Spectre would destroy her.

The Spectre that fought evenly with Anti-Monitor in Crisis on Infinite Earths was being amplified by some of DC's most powerful magic users; he didn't achieve that level of power on his own.

at his best, specter macthes the LT who is far above the PF. he wins this. going by his average, this could be a different story though.

So please post for me the times Spectre has got FULL backing from the Presence and was undefeatable? Ooo that's right never happened. Hyperbole aside, Spectre has never shown such a power increase and he should't ever be granted a no limits fallacy. If that was the case..
