Nope. He was operating on low power levels so the bomb wouldn't go off and was still doing fine.Not sure why you ignored the context. From what we can see he wasn't even Class 100 and had to resort to acrobatic stunts to save energy.

Ock didn't expect him to even be able to don the armor without setting the nuclear bomb off (which was a bluff by the way).

Nah, I just mean he has enough showings to drag his average down to where it would be a very competitive fight. That and how he has been in recent depictions trumps how he was 15+ years ago.
Vilgax himself doesn't really have low showings, and the feats he can do would put him at least in low herald, where people like to put Apoc at anyway.
