He can make simple body movements to either tk/shields/wave down hammers/move to avoid a rush from the Surfer. Why throw a punch when you can negate any further attacks. Thanos isn't stupid.

Im pretty sure it was stated that SS was a light year away.
Also you can't go by artwork alone. For the artist tries to depict the entire scenario on a single page.

But that is moot since it took Surfer at least a few seconds to get there. So that means Thanos reacted at human speed (half a second) when he saw Surfer. Assuming Surfer didn't miss.

If the comic stated Surfer was light years away, then the art isn't going to hold up as evidence for judging how far away Norrin was.

Again, here's another panel that shows Surfer and Warlock no where near light years away from Thanos. Either the writers are extremely inconsistent with artist or the light years away claim is BS.
