Yea. I mean, the various Sith Empires have tons of minor sith. They've all been apprentices too! Makes it fairly easy to be in the top percentage points.
Maybe it means "One of the deadliest apprentices who never graduated." So disqualifying anyone who ever became a Master. I could see that putting him fairly high up, because in the empires anyone of his skills would've graduated, and most RoT Sith either died before getting his strong or became stronger and offed their boss.
