What evidence have you to conclude as such? Every single relevant source indicates that the good Count is not only his Master's superior but, in fact, is quite stronger and more skilled in both the Force and swordsmanship.

I have a compelling personal theory that Dooku was, in fact, the Master the entire time. I mean it's not as though the Sith code emphasizes strength and cunning, right? Well, I mean it does when it applies to Mark A. Ragnos, but during the PT it was determined that the 'Master' was simply the man who happened to get elected Supreme Chancellor first.
