As of Thanos Imperative 6 he's back at full power, presumably fighting Thanos. But that doesn't mean much. He'd never utilize his full power vs Mongul Jr. Too afraid of it. Even against Annihilus he never busted out the whole thing.
The only time Rider ever approached maximum power was against the Sphinx. But the suit eventually regulated the power.
i vote mongul. he has the power and the ability with those power rings to really put the pressure on Nova and shield himself from most of novas attacks. not to mention if they get in close he could crush nova. his physical strength and durability factor in for a serious stomp of nova dares to get within striking distance.

His special suit along with Worldmind will always regulate his power. Unchecked, the full Nova Force is basically uncontrolable and no being has ever been able to wield it entirely without safety measures. Otherwise he's gonna prolly end up tearing shiet up and fukkin up peeps just for fun.
He flings Firelord clear across the galaxy on a whim. Uses some kind of gravimetric pulse. Richie wasn't even trying.
